उत्तराखंड में शीतकालीन चारधाम यात्रा एवं पर्यटन गतिविधियों को बढ़ावा देने और स्थानीय लोगों को वर्षभर रोजगार से जोड़ने की दिशा में एक महत्वपूर्ण पहल के तहत बुधवार को तीन दिवसीय विंटर टूरिज्म कॉनक्लेव का शुभारंभ मुख्यमंत्री पुष्कर सिंह धामी ने किया। यह कॉनक्लेव एसोसिएशन ऑफ डोमेस्टिक टूर ऑपरेटर्स ऑफ इंडिया के सहयोग से आयोजित किया गया।
कॉनक्लेव में देश के विभिन्न राज्यों से आए 50 टूर ऑपरेटर्स के साथ राज्य स्तर के 50 और स्थानीय स्तर के 50 टूर ऑपरेटर्स ने सहभागिता की। इसके अतिरिक्त होटल एसोसिएशन उत्तरकाशी एवं बड़कोट, ट्रेकिंग संगठन उत्तरकाशी और सांकरी के पंजीकृत प्रतिनिधियों ने भी सक्रिय भागीदारी निभाई। निम में आयोजित इस कार्यक्रम के माध्यम से शीतकालीन पर्यटन की संभावनाओं पर गहन मंथन किया गया और उत्तराखंड को वर्षभर पर्यटन गंतव्य के रूप में विकसित करने पर जोर दिया गया।
कॉनक्लेव के अंतर्गत मां गंगा के शीतकालीन प्रवास स्थल मुखबा, मां यमुना के खरसाली तथा सांकरी में केदारकांठा ट्रैक के बेस कैंप का देशभर से आए टूर ऑपरेटर्स भ्रमण करेंगे और शीतकालीन पर्यटन को बढ़ावा देंगे।
मुख्यमंत्री पुष्कर सिंह धामी ने अपने संबोधन में कहा कि यह शीतकालीन पर्यटन सम्मेलन केवल एक औपचारिक संवाद नहीं, बल्कि उत्तराखंड के पर्यटन को नई दिशा देने का साझा प्रयास है। उन्होंने टूर ऑपरेटर्स, ट्रैवल एजेंट्स, होटल व्यवसायियों, होम-स्टे संचालकों, टैक्सी एवं ट्रांसपोर्ट यूनियन तथा एडवेंचर टूरिज्म से जुड़े लोगों का स्वागत करते हुए उनके योगदान को महत्वपूर्ण बताया।
मुख्यमंत्री ने कहा कि आज बड़े शहर प्रदूषण, बढ़ते तापमान, ट्रैफिक और तनाव से जूझ रहे हैं, ऐसे में उत्तराखंड देश का एक “नेचुरल हीलिंग डेस्टिनेशन” बन सकता है। उन्होंने कहा कि राज्य अब केवल चारधाम यात्रा तक सीमित नहीं है, बल्कि वेलनेस, नेचर, एडवेंचर, संस्कृति, योग, मेडिटेशन और सस्टेनेबल टूरिज्म का प्रमुख केंद्र बनने की दिशा में आगे बढ़ रहा है।
उन्होंने टूर ऑपरेटर्स से आह्वान किया कि उत्तराखंड को केवल चार या छह महीने का नहीं, बल्कि 12 महीने का टूरिज्म स्टेट बनाने में वे अग्रणी भूमिका निभाएं। सरकार की शीतकालीन पर्यटन नीति का उद्देश्य पहाड़ों को आबाद रखना, होटलों और होम-स्टे को सक्रिय बनाए रखना तथा युवाओं के पलायन को रोकना है।
मुख्यमंत्री ने कहा कि सरकार परमिशन, कनेक्टिविटी, इंफ्रास्ट्रक्चर और मार्केटिंग सपोर्ट के हर स्तर पर पर्यटन से जुड़े हितधारकों के साथ खड़ी है। पर्यटन विभाग के माध्यम से सिंगल विंडो सिस्टम, डिजिटल अप्रूवल और निवेशकों के लिए फास्ट-ट्रैक सपोर्ट को और मजबूत किया जा रहा है।
पर्यटन के सामाजिक पक्ष पर जोर देते हुए मुख्यमंत्री ने कहा कि जब गांव की महिलाएं होम-स्टे से जुड़ें, स्थानीय युवा टैक्सी और ट्रेकिंग गाइड बनें, लोक कलाकारों को मंच मिले और किसानों के उत्पाद सीधे पर्यटकों तक पहुंचें, तभी पर्यटन सार्थक होगा। इसी उद्देश्य से होम-स्टे नीति को सरल बनाया गया है और “वोकल फॉर लोकल” को पर्यटन से जोड़ा गया है।
मुख्यमंत्री ने पर्यावरण संरक्षण और स्थानीय संस्कृति को सरकार के रिस्पॉन्सिबल टूरिज्म मॉडल की आधारशिला बताते हुए टूर ऑपरेटर्स से आग्रह किया कि वे अपने पैकेज में उत्तरकाशी, हर्षिल, मुखबा, नेलांग, चमोली, औली, मुनस्यारी, पिथौरागढ़, चम्पावत, टिहरी, पौड़ी, रुद्रप्रयाग और सीमांत गांवों को शामिल करें।
