मुख्यमंत्री धामी ने कहा कि वर्ष 2047 तक भारत को पूर्ण विकसित राष्ट्र बनाने का संकल्प तभी साकार हो सकता है, जब देश का प्रत्येक राज्य समान रूप से विकसित हो। इसके लिए उत्तराखंड को भी अपने संसाधनों, क्षमताओं और विशिष्टताओं के अनुरूप विकास की एक स्पष्ट और दीर्घकालिक दिशा तय करनी होगी।
उन्होंने कहा कि प्रधानमंत्री द्वारा प्रस्तुत विकसित भारत का संकल्प किसी एक सरकार, किसी एक कार्यकाल या किसी एक योजना तक सीमित नहीं है, बल्कि ये एक ऐसा व्यापक और दीर्घकालिक राष्ट्रीय दृष्टिकोण है, जिसमें भारत को आर्थिक, सामाजिक, तकनीकी, सामरिक तथा सांस्कृतिक रूप से सशक्त, आत्मनिर्भर और वैश्विक नेतृत्वकर्ता राष्ट्र के रूप में स्थापित करने का संकल्प निहित है। इस विज़न की सबसे बड़ी विशेषता है कि इसमें विकास को केवल आंकड़ों तक सीमित नहीं रखा गया है, बल्कि इसे मानव केंद्रित, समावेशी और सतत बनाया गया है। विकसित भारत का अर्थ एक ऐसे भारत का निर्माण है जहाँ प्रत्येक नागरिक को समान अवसर प्राप्त हों, जहाँ शासन व्यवस्था पारदर्शी, संवेदनशील और जन-केंद्रित हो।
