उत्तराखंड सरकार ने संविदा और दैनिक वेतन भोगी कर्मचारियों के लिए एक महत्वपूर्ण निर्णय लिया है। 4 दिसंबर, 2018 तक नियमित सेवा देने वाले कर्मचारियों को विनियमित किया जाएगा। मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में हुई कैबिनेट बैठक में इस फैसले को मंजूरी दी गई। इससे लगभग एक हजार कर्मचारियों को लाभ मिलने की संभावना है।
प्रदेश सरकार ने दैनिक वेतन व संविदा कर्मियों की बहुप्रतिक्षित मांग को पूरा कर दिया है। सरकार ने इसकी कट आफ डेट जारी कर दी है।
शासन द्वारा जारी आदेश के अनुसार चार दिसंबर, 2018 तक विभिन्न विभागों में नियमित सेवा देने वाले दैनिक वेतन, कार्यप्रभारित, संविदा, नियत वेतन तथा तदर्थ रूप से नियुक्ति कार्मिक विनियमित हो सकेंगे।
शासन ने इसके लिए दैनिक वेतन, कार्यप्रभारित, संविदा, नियत वेतन, अंशकालिक तथा तदर्थ रूप से नियमित कार्मिकों की विनियमितीकरण नियमावली जारी कर दी है।
मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में हुई कैबिनेट बैठक में विनियमितीकरण नियमावली, 2013 के संशोधन को स्वीकृति दी गई थी।
इसकी कट आफ डेट तय करने के लिए मंत्रिमंडलीय समिति का गठन किया गया था समिति की संस्तुति के बाद अब कट आफ डेट चार दिसंबर 2018 तय कर दी गई है।
प्रदेश में में संविदा व दैनिक वेतन कार्मिकों को नियमित करने के लिए सरकार ने वर्ष 2013 में एक नीति बनाई थी। इसके तहत वर्ष 2013 तक पांच वर्ष की सेवा पूरी करने वालों को नियमित करने का निर्णय लिया गया।
इसके बाद वर्ष 2018 से ही इस तरह की संशोधित नियमावली बनाने की कवायद चल रही थी। अब संशोधित नियमावली जारी हो गई है। सचिव कार्मिक शैलेश बगौली ने इस संबंध में आदेश जारी कर दिया है। माना जा रहा है कि इससे तकरीबन एक हजार कार्मिकों को विनियमितीकरण का लाभ मिलेगा।
राज्य सरकार का लक्ष्य हमेशा कार्मिकों का हित सुरक्षित रखना रहा है। यह निर्णय उन सभी कार्मिकों को न्याय देने की दिशा में एक ऐतिहासिक कदम है, जिन्होंने वर्षों तक निरंतर सेवा देकर राज्य की व्यवस्था को सुदृढ़ बनाए रखा है। सरकार कर्मचारियों के हितों के प्रति संवेदनशील है और भविष्य में भी उनके कल्याण व सुरक्षा के लिए ठोस कदम उठाती रहेगी।’
